Virginia's Democratic-led Senate and House of Delegates debated tax relief and economic stability Thursday before passing separate plans for amending the two-year state budget, laying the groundwork for negotiations by lawmakers on an eventual spending plan to send to Republican Gov.

Before anything gets to the governor’s desk, each House bill has to be considered by the Senate and vice versa. All of it has to be wrapped up by the time the session ends Feb. 22.
